Road Resurfacing

What is the purpose and scope of the project?

The purpose and scope of this project is to resurface the existing roads in the neighborhood. To ensure the longevity of the new surface, select portions of the drainage system (ditches, culverts, and inlets) are also going to be repaired where their function is crucial to maintaining the integrity of the road.  Additionally, speed humps are going to be installed throughout the neighborhood to control speed based on the results of a survey taken earlier this year.  A drawing of the proposed work is available in each of the mailbox announcement boxes.

 

When will work begin and when will it end?

Work on ditches may begin as early as June 6, 2016.  Paving work is scheduled to begin the week of the September 5, 2016.   All efforts will be made to finish road work quickly.  Contractually, they must finish by September.

The speed humps will not be installed until later this summer, separate from the main paving portion of the work.

The contractor is aware of our bus loading/unloading times.  He has asked for, and been given permission, though to extend his work hours into the early evening to try and expedite his time in the neighborhood.

 

What about the schedule for paving on specific roads?

We likely will not get a formalized schedule like we hoped. The contractor will be working from Upper Blackberry down to the entrance. The contractor will be setting cones and possibly closing roads as they work.  Information will be updated below as it becomes available:

The contractor dug out my ditch, now what?

The extent of ditch/inlet repair varies depending on its location.  Regardless of the repair being done, however, the contractor is required to smoothly grade and reseed any areas that are excavated.  They will reseed with a ‘contractor mix’ seed.  Any residents wishing to not have their ditch reseeded by the contractor is free to do it themselves, at their own expense (with notice to the HOA).  The contractor will smoothly grade the area after they are complete and it will be up to the homeowner to purchase and lay the seed of their choice.

The contractor is required to monitor any areas they seed until approximately 70% of the seeded area appears to be vegetated.

Any homeowner wishing to do the seeding themselves must notify the HOA by email by June 7, 2016.

 

I see trucks working on my road, what should I know?

The resurfacing work will be completed in several phases.  First, any areas requiring repair to the base course will be excavated, smoothed and repaired.  Second, the entire road surface will be cleaned.  Third, the surface of the existing pavement will be ‘scratched’.  Once this is complete, a tack coat will be laid followed closely by the actual asphalt.

At all times, residents should be abundantly cautious around moving vehicles and construction traffic.  Please be courteous to workers and realize that they are working around heavy, loud equipment and may not hear you approach.  If at all possible, avoid areas where work is being done but if you must drive through then do so cautiously.

Residents are encouraged to completely avoid any areas where the tack coat has been laid or active paving is going on!  The tack coat especially will stick to your vehicle, ruin your paint, and permanently mark your driveways.  Neither the HOA nor the contractor will be liable for any damage caused by residents driving through these areas.   See the published schedule for anticipated road work and, if at all possible, try to avoid coming in and out of the streets where work is going on.

 

Will the contractor move objects in my ditch and replace them?

All residents who have signs, rocks, etc along the road should move them ASAP until paving work is complete.  The contractor will not be responsible for relocating or reinstalling anything that is not directly related to the specified drainage or paving work.

 

Will the contractor do ‘side jobs’?

Parrotta Paving has stated they are interested in ‘side work’ for residents of Harvest Ridge.  Residents interested in work at their home should contact Parrotta at (304) 292-0905, and make arrangements for service and payment directly with them.  The HOA will not be involved in any of these projects.
